no, just a powder brush is much softer and so may not brush on as much blusher as a blusher brush would have, blusher brushes are more coarse so that you can apply more blusher.

it won’t matter at all, you may just need to apply two dustings!

Usually a powder brush has fewer bristles and is bigger while a blush brush has more bristles and is smaller in size.

You can use them both the blush brush for more powder coverage and the powder brush for a lighter coverage or color.
