I have the same coloring as Kim Kardashian (Naturally dark hair, eyebrows, eyelashes, light olive skin). I am thinking of adding some blue undertones in my black hair. I have long black hair with curls and bangs.

Should my skin be tan/bronze, or porcelain/blush, with blue black hair?

your skin will look good with your skin tone, if you were pale blue highlights in black hair might make you look sickly or unnaturally pale. Plus you can’t change your skin color (unless your Micheal Jackson) so don’t waste time worrying about it.

fair is match the ice-blue eyes and black hair.

here examples.
I find black hair looks nice with the ice-blue eyes. the darkness of the hair makes the eyes pop!

Porcelain/blush looks great with blue black hair in my opinion, but tan also goes well.. Look at pictures on google of people with blue black hair and decide which look you like best :D.

Porcelain, definitely! With pale skin and blue+black hair, you could get away with wearing REALLY bright lippie, if you so chose

Just a personal opinion, I think it has the potential to look good with either - it all depends on your facial features etc.
